They just said in a press conference that there are no signs of any technical failure and that it is the controller's fault. As far as the investigation could find out he used an override function to set the "Zs 1" signal (a signal used when the regular signal fails that allows a train to pass even when the signal is at "stop") for the train going towards Rosenheim.
