I think the "high speed" label should be taken with a pinch of salt. In most of the world high speed now refers to speeds above about 250 km/h. Most of these railways in Africa will be no more than 160 km/h, but that is a higher speed than is normal here so perhaps the media can be forgiven for labelling it high speed.
