Obviously this is
not "Africa's 1st electric railway", as South Africa has had them for rather a long time. Allowing for the usual journalistic ignorance, perhaps the best one can say is it is Africa's first
international electric railway, crossing a national border.

Well, I suppose "Africa's First
Modern Electric Railway" is better than simply "Africa's
First Electric Railway", although South Africa might argue that parts of its electric network are pretty modern.
