This makes more sense

I had wondered how a Transnet, which operates on borrowed capital, and now has a junk bond rating, was going to find a spare US$400 mil, to prop up a failed fellow parastatal

The sad thing is that Zimbabwe will have lost the opportunity to declare rail open access, and open up the rail market to private operators and competition
