Sudan unveils plan to link railway to Ethiopia, S.Sudan

Sudan boasts an expansive railway system that already connects most of the country. After two decades of U.S. sanctions, however, much of the country’s national railway system has fallen into disrepair.

No mention of a date nor of what the gauge will be - Sudan is Cape Gauge. While it's true that "the country’s national railway system has fallen into disrepair" and that the US sanctions played a contributory role, I would say that the disrepair began long before sanctions.
