Well, it looks like a Mallet, but that's the limit of my intellect. What are those pipes apparently going from the smokebox into the side tanks? Is it a condenser?

I genuinely do not know. I assume that what you refer to are condenser pipes.

If there was a spark guard on the chimney I would assume a US logging engine (which they often modd'ed etc).

The cab looks European to me....
