What is this machine?

OK, this one has been bugging me, its at Millsite and I think its one of those tamping machines.. or is it? can anybody please enlighten me. I would also like to know what that loose "mast" attached to the side is used for.

Derek, yes it is probably one of the first ballast tamping machines built.
Unfortunately, I'm no expert in this field of machinary, let alone it's history. Probably folks like Geoff Pethic or Les Pivnic could shed some more light of this particular subject!
As to the mast placed along the side of the body, it's any bodies guess as to it's purpose!
