Did South Sudan already constitue an independant national railway company?

No. There is only one branch from the Republic of Sudan into the Republic of South Sudan, a couple of hundred of kms of track from Babanusa in Sudan to Wau in South Sudan, and it is operated entirely by Sudan. I somehow doubt whether South Sudan will set up a railway company just for that one small section, but it will be interesting to see what happens when/if new railway lines are built from Kenya and Uganda into South Sudan.
