I think it means that railway companies ought to keep their data rather than destroying it, but that doesn't sound techno-jargonish enough...

This is how technocrats communicate; in words they hope nobody else understands. What I think they are saying is really all about common sense. Keep all the information gathered for the submission of a tender in the company system and not spread around various computers over which they have no control. Or I hope that is what they are saying!!
