Trans-Pennine rail tunnel key to £15bn transport plan for northern England
I recall reading somewhere that prior to the modernisation plan in the 1960s there were five routes across the Pennines. The thinking at the time was that only one was needed, but a second one was kept as a diversionary route in case of emergencies. The other three were closed, including the Woodhead Tunnel. Now there is a desperate need for new Trans-Pennine routes. Short-sighted?
