In the States, trucks, and tractors are used quite a lot. Especially tractors.
It actually makes sense, as they are used generally by industrial companies for switching their private sidings and yards.
The nature of the rail industry also sometimes forces this, as Class 1 railways are reluctant to do any form of switching. Regionals and smaller lines will, but sometime time also dictates the use of vehicles, as sites may only see an engine once a week.
I have seen nthis in South Africa as well, where vehicles similar to aircraft tugs were used at a power station on the Reef.
In the photo though the yard is big. So presumably they have switchers. So why would they be using vehicles?

Obviously quite cold, judging by the radiator cover!!
