Sounds like they've borrowed this concept from the South African Garratts, which always used to run with an auxiliary water tank, or modern day preserved steam locomotives which often run with an extra water tank behind the tender!

The QR National railway company has introduced ‘fuel-as-you-go’ operation on its Trans-Australian intermodal services between Melbourne and Perth. The locomotives’ fuel tanks are constantly refilled by pipeline from a tankcar marshalled behind. The strategy avoids the cost of maintaining remote refuelling stops, permits cheaper bulk fuel purchasing and speeds up train operation.
