I seriously doubt that any of the steam clubs has the funds to rebuild it from that state. Looks to me like it suffered a fire. How else did it get from pristine in 2004 to the paintless, windowless hulk it now is in 2010? How did it get to Witbank is also a question?
If it did suffer a fire it is possible that the damage is more than superficial and could include weakening or bending of the frame and maybe even bogie damage.
Certainly, we at FOTR have plenty to get on with rebuilding right now, and little in the funds to do it, including one day in the distant future, 15070. Adding 15071 to the list is I fear not a reasonable option for FOTR.

she could easily be done as a lounge and even used like 798 was used in the steam specials to carry anyone interested in filming or capture the sound of the steam loco.
