Wasteful Expenditure on Locomotives

Attached please find a link to the Treasury’s Final Report dated November 2018 on the wasteful and fruitless expenditure in Transnet regarding the locomotive tenders. It is so sad that so much money was wasted when it could have been put to better use. That Transnet could think that they could almost double the tonnage moved by only buying locomotives, in a declining economy, baffles the mind.
