Network Rail runs, maintains and develops Britain’s rail tracks, signalling, bridges, tunnels, level crossings, viaducts and 18 stations.

And how many of these just 18 stations are fully operational?

If I remember rightly Network Rail only runs about 18 major stations, mostly London termini, most of which are used by several different train operating companies. Each of the other stations in the country (two or three thousand, I believe) are run by the train operating company which uses it, or where there is more than one, the one which operates most of the trains which call there.
