Unsafe electric industrial narrow gauge

Here is a video of what must surely be one of the most unsafe railway operations in the world. Note the "pantograph", amongst other things.

I'm not sure exactly where it comes from but it looks vaguely eastern European, or maybe Albania, so I've posted it in the Europe forum.

Yes, some of the comments say it's Albanian. But did you see the date on it? 1995, so I'm sure all that has been corrected by now!

I am sure it must be very low voltage. Possibly in the range 24 to 60 volts, I would think.
