This I can only assume is a loco shunt at Donnybrook in 1977, before the narrow gauge went downhill.
NGG 16 (prototype) #85, is shunting some N.G. coal hoppers (N.G. -DZ?) under a 3'6" DZ coal hopper, presumably to take to a 2' gauge "loco" somewhere. (I believe these existed, but don't recall seeing a 2' gauge loco at Donnybrook.) This shot would have been in May 1977.
