NRZ training Spoornet drivers in 2006

A 2006 Railways Africa article says that Spoornet had sent 28 locomotive drivers to Zimbabwe for a training course. There were rumors that experienced NRZ personnel were moving to South Africa due to poor working conditions and wages. I wonder if this was actually the case.
